Our Organizational Structure
CNEE is led by the General Management which coordinates all activities through three operational directorates. Each directorate has specific missions that contribute to our common goal: serving Gabonese citizens.
Management
General Management
The General Management is the management and execution body of CNEE under the authority of a General Director.
It leads and coordinates the operational, financial and technical activities of CNEE. Among other things, its mission is to:
Implement decisions and orientations defined by the Board of Directors
Prepare the general budget and auxiliary budgets for submission to the highest State authorities and the Board of Directors
Execute the budget approved by the Board of Directors and establish CNEE's annual accounts

Administrative and Financial Directorate
Resource Management
The Administrative and Financial Directorate ensures the management policy of CNEE's human, financial and material resources.
Its role is to guarantee, following the strategy and objectives of the General Management, the smooth operation of activities while ensuring rigorous management of its material, financial and human resources.

Recovery and Control Directorate
Relations with SEEG and Local Authorities
The Recovery and Control Directorate is responsible for relations with the Gabonese Energy and Water Company (SEEG) and local authorities (town halls, departmental councils).
Its purpose is to optimize energy consumption management of public administrative buildings, to control billing and debt recovery from our main partner, SEEG.
Among other things, its mission is:
To ensure direct link with SEEG services
Verify deductions of special contributions levied on water and electricity sales, irregularities, fraud and consumption abuse by local authorities
Agree on documents relating to the collection of special contributions
Verify billing of contracts signed by municipalities, compensation with consumption invoices from town halls and departmental assemblies
Verify debt for contributions not transferred by SEEG
Determine for each local authority served with drinking water or electricity by the public service, the amount of consumption expenses covered by special water and electricity funds
Survey extension needs for public lighting networks and installations for public use or destination supplied with drinking water or electricity
Communicate General Management policy to local authorities; Monitor local authority requests in collaboration with the Technical Directorate
Conduct control missions across all provinces for census of CNEE facility installations and database of all its facilities

Technical Directorate
Maintenance and Development
The Technical Directorate, responsible for technical aspects, designs and implements the maintenance, development and monitoring policy for equipment, particularly concerning: diagnosis of public lighting installations and public water networks across the national territory, management of traffic light systems, qualification of SMEs/SMIs capable of executing major works for CNEE, development of maintenance partnerships and works to be carried out across all public lighting networks and public water networks.
An important aspect of the Technical Directorate's missions is to achieve energy efficiency through research and implementation of innovative solutions.
