Deputy Head of Legal & Litigation

Schryver C. Moussavou Baguissi joined the CNEE in 2014 as a legal officer, at a time when the increase in road accidents required better handling of litigation. She works within a structured professional environment grounded in respect and human values, tackling every assignment with energy.

For the past three years she has served as Deputy Head of Legal and Litigation, actively overseeing sensitive files and securing the CNEE's activities. Proud to support leadership during the organisation's transformation into an autonomous structure. Proud to support leadership in CNEE missions related to the execution of Public Service linked to the management of wet networks and public lighting. "A lit streetlight is a sentinel on duty" are the words that reflect her attachment to the protection of public property.

N’TZOUTSI MOUYAMA Claude Aymard

Advisor to the Technical Director

An infrastructure and hydraulic networks engineer, N'TZOUTSI MOUYAMA Claude Aymard joined the CNEE in 2017 as an intern before being appointed works supervisor in 2018. He then joined the New Works service, where he honed his skills in designing and building public-lighting networks.

He continued his career in the GIS service, eventually leading it and developing a complete database of CNEE hydraulic assets. Under his leadership the unit evolved into the Wet Network service, which he directed until June 2025. Since 2025 he has been Advisor to the Technical Director, collaborating with the different departments and institutional partners.

Public Lighting Supervisor

"Technical reliability ensures the continuity of public service."

Christian MOUBAMBA MOUBAMBA joined CNEE in 2019 as a technical agent. He quickly progressed to team leader and then became responsible for high masts. In 2020, he was appointed head of the Ogooué-Lolo branch, a position he held until 2024 before joining the technical base as public lighting supervisor.

At the technical base, he supervises the refurbishment of luminaires, the replacement of defective components, and the wiring of public lighting cabinets, ensuring reliability and continuity of service in the field.
